フィリピン台風被災地支援、現地団体Balay Mindanawと協働を開始しました

ピースボート災害支援センター(PBV)では、昨年12月に発生した台風22号で被災したフィリピンの方々への支援活動を実施しています。

 

 

フィリピン中部を東西に横断した台風22号は、損壊家屋は150万件を超え（一部損壊含む）、990万人が被災する大きな災害をもたらしました。発災から7週間が過ぎ、ライフラインは徐々に回復しているものの、小さな島々では不便な生活が続いています。コロナ禍により日本から現地にスタッフを派遣して支援活動を行うことが困難な中、PBVでは複数の現地NGOと連絡を取り合いながら、後方支援を続けています。昨年末に緊急支援募金を立ち上げて以来、多くの皆様にご寄付のご協力をいただいております。この場をお借りして、改めて感謝申し上げます。

 

現地パートナー紹介

現地パートナー団体のひとつ、BMFIをご紹介します。
Balay Mindanaw Foundation Inc（BMFI）は、フィリピンのミンダナオ島を拠点として、ミンダナオ地域の平和構築と開発に取り組む非営利団体です。1996年に正式に登録されて以来、BMFIは地区、地域、国、国際レベルで様々なプロジェクトを実施しています。
台風22号（国際名Rai、現地名Odette）が上陸した直後に、BMFIはミンダナオのディナガット島の被災コミュニティを支援するため、Balay Mindanaw Disaster Risk-reduction, Resiliency-building and Emergency Assistance Mission (DREAM)を立ち上げました。
BMFIはこのDREAMプログラムを通じて、2021年12月19日に被害状況の調査を実施し、この調査に基づいて、地域、州、市の緊急支援センターや各地区の職員と調整を行いながら支援を実施しています。BMFIは、発災直後から、特に3か所のパートナー地区*に暮らす人口1,129世帯への支援に重点的に取り組んでおり、食料、衛生キット、テント、浄水器などの緊急物資を届けた後も、地域の復旧・復興に向けた支援を継続しています。
*パートナー地区：サンホセ町のバランガイ・クアレンタ、カグディアナオ町のバランガイ・ラグナとバランガイ・サンタ・リタ。

 

BMFIは、様々なパートナー団体と協力して、食料や衛生キットの提供、避難所や保健所、水道の修理、地域の人々の精神的・社会的な支援など、今後も、島の被災者コミュニティを支援するための活動を続けていきます。

Typhoon Rai/ Odette: Emergency Relief: Collaboration with Balay Mindanaw Launched
Peace Boat Disaster Relief (PBV) has been supporting those affected by Typhoon Rai in the Philippines since December of last year through collaboration with local partner NGOs.
The storm caused damages to more than 1.5 million houses and affected 9.9 million people. Seven weeks have passed since the disaster struck. Lifelines are gradually being restored, but life on the small islands remain challenging. Due to the COVID-19 pandemic, it is difficult to dispatch staff from Japan to the affected areas for relief activities, but PBV continues to support the local NGOs’ relief efforts. Since the launch of our emergency relief fund at the end of last year, we have received generous donations from many organizations and individuals. We would like to take this opportunity to thank each and everyone of the supporters for the contributions.

 

Today, we would like to introduce one of our local partner organizations, BMFI/ Balay Mindanaw Group.
Balay Mindanaw Foundation Inc (BMFI) is a Filipino, Mindanao-based and Mindanao-focused non-profit organization, working on peace-building and development in Mindanao. Since its official registration in 1996, BMFI has carried out diverse projects at local, regional, national, and international levels.
Immediately after the landfalls of Typhoon Rai/ Odette, BMFI launched the Balay Mindanaw Disaster Risk-reduction, Resiliency-building and Emergency Assistance Mission (DREAM), to support the affected communities in Dinagat island in Mindanao.
BMFI through its DREAM Program conducted a rapid assessment last December 19, 2021. BMFI coordinated with the regional, provincial, and municipal Emergency Operation Centers, and the different barangay officials. Since the initial response, Balay Mindanaw has decided to focus its efforts on three partner communities with a population of 1,129 families. The communities are Barangay Cuarenta in San Jose town, and Barangay Laguna and Barangay Santa Rita in Cagdianao town. From delivering urgent needs such as food, hygiene kits, tents, and Skyhydrant water filters, Balay Mindanaw is now working on assisting the recovery and rehabilitation of these communities.
Along with its partners, Balay Mindanaw continues its efforts to support the affected communities on the island for the next months including food and hygiene kits; repair of shelters, water systems, and health centers; and psycho-social support.
