The impact has been particularly severe on Catanduanes Island, off southeastern Luzon, where local fishing communities were left reeling after Typhoon Manny made landfall on November 16.<\/p>\n\n\n\n<p>PBV has launched a comprehensive aid program in partnership with the local NGO People&#8217;s Disaster Risk Reduction Network (<a href=\"https:\/\/www.facebook.com\/pdrrn\" target=\"_blank\" rel=\"noopener\" title=\"\">PDRRN<\/a>). Reports indicate that many recipients have already returned to sea, marking a crucial step towards recovery.<\/p>\n\n\n\n<p>However, the region faces ongoing challenges. Since late July, monsoon rains and subsequent typhoons Wipha and Komei have triggered fresh flooding and landslides across Luzon Island.
